In researching the progress
of the criminal suit he has filed against ZABA employee
Višnja Šorša, Pašk Kačinari has established that the State
Attorney's Office is not acting on criminal suits filed
against ZABA. Instead, the Office is hiding them by filing
them under long-since closed cases which, instead of being
stored in the State Attorney's Archive are now in the
function of being used to hide criminal suits filed against
Franjo Lukovic, ZABA's Board Chairman and its other
officers. Proof ot this was provided by the State Attorney's
Office itself, which recorded on the file covers themselves
which files are being hidden inside. Thus, the files contain
documents concerning internal correspondence between the
Office's various sectors, by which they exchanged the hidden
files, for the purpose of their efficient concealment, i.e.
so that they could not be acted upon. Pašk Kačinari has
examined the proof about this crime in detail, subsequently
informing the President of the Republic of Croatia, Stjepan
Mesić.
In the process, Pašk Kačinari informed President Mesić that
the said criminal group inside the State Attorney's Office
essentially represents a parallel power structure inside the
state itself, which is resulting in a crisis of Croatia's
constitutional order, giving proof that the legal state in
Croatia is absolutely not functioning.
